I. OFFICE OF THE DEPARTMENT
1. Function
Advise the Director of the Department on organizational structure and personnel work; administrative reform, public administration management; grassroots democracy; government civil service work; administrative management;
2. Tasks
2.1. Organizational structure and personnel work:
- Propose organizational management solutions; draft specific regulations on the functions, tasks, powers and organizational structure of the Department;
- Draft specific regulations on the conditions, standards, positions for Heads of Departments, Deputy Heads of Departments and specialized units under the Department;
- Specify the functions, tasks, powers, and working relationships of organizations and public non-profit units under the Department's management, in accordance with the functions, tasks, and powers of the Department according to the general guidelines of the Ministry of Labor - Invalids and Social Affairs, the Ministry of Home Affairs and the regulations of the Provincial People's Committee;
- Advise on the planning and arrangement of organizational structures, appointment, dismissal, commendation, discipline, recruitment, selection of cadres, civil servants and officials in accordance with the functions, tasks and decentralization of the Provincial People's Committee. Advise on training plans for cadres, civil servants and officials, coordinate with functional agencies to organize vocational training to improve the professional skills of cadres, civil servants and officials; implement labor, wage, regular salary increase, early salary increase, retirement, termination of labor relations ... within the scope of management of the Department according to the provisions of law;
- Manage the records of cadres, civil servants and officials in accordance with the provisions of law, the decentralization of the Provincial People's Committee and the Director of the Department;
- Report on personnel work at the request of the province, the Ministry and related agencies;
- Guide and organize the implementation of the emulation - commendation work of the industry, synthesize and propose to commend collectives and individuals with many achievements annually and outstandingly in the work of Labor - Invalids and Social Affairs;
- Advise and organize the implementation of grassroots democracy work and government civil service work in the Department and the industry;
- Advise the Department's leadership to issue the Department's Working Regulations and other regulations of the Department;
2.2. Administrative reform and public administration management:
- Advise the Director of the Department in directing and organizing the implementation of the administrative reform program in the field under the state management of the Department according to the scheme approved by the Provincial People's Committee;
- Draft programs, projects, measures to organize the implementation of tasks of state administrative reform in the development of the Labor - Invalids and Social Affairs sector in the province;
- Implement the administrative reform program of the Department according to the objectives and content of the administrative reform program of the Provincial People's Committee;
- Receive and handle administrative procedures according to the one-door mechanism prescribed to apply the one-door mechanism;
- Control and review administrative procedures related to the Labor - Invalids and Social Affairs sector.
2.3. Management of administrative management work of the Department:
- Manage and ensure the conditions of finance, facilities, technical equipment and conditions for the political tasks of the Department in accordance with the provisions of the State; Take care of the material and spiritual life of the Department's cadres and civil servants;
- Manage seals, issue letters of introduction, travel orders, leave certificates and guide visitors to work at the agency; Notify the daily, weekly, and extraordinary work schedule of the Department's leadership; Inspect and urge civil servants and laborers in the agency to implement the labor regime and internal discipline of the agency according to regulations;
- Propose the purchase and repair of assets, arrange vehicles; coordinate the organization of the purchase and management of office equipment, assets, materials, technical equipment, ensuring the implementation of proper policies for civil servants in the agency;
- Implement measures to prevent security, fire prevention, fire fighting, security and order, and protection of state secrets in the agency;
- Perform the work of document management, archiving. Receive, manage outgoing and incoming documents, archive, print and distribute documents according to the regulations of the State, of the agency, ensure the storage, updating, management and timely distribution of incoming documents, copies of documents to units, related departments to implement.
- Follow up, exploit information to serve the direction and administration of the Director of the Department;

II. DEPARTMENT OF INSPECTION
1. Function
Advise the Director of the Department to conduct administrative inspection, specialized inspection; resolve complaints and denunciations; receive citizens and fight against corruption according to the provisions of law; Advise on the implementation of law enforcement and legal education in the field of management; Perform legal work in the agency, unit.
2. Tasks
2.1 Inspection work:
- Develop an annual inspection program and plan on the fields of the industry and organize the implementation of the approved plan;
- Conduct state inspection on the implementation of regimes and policies in the field of Labor, Invalids and Social Affairs. Consider and resolve complaints and denunciations of citizens about the field of labor, invalids and social affairs in the province according to the provisions of law;
- Regularly receive citizens; appraise, verify, propose and recommend settlement of complaints and denunciations in accordance with the provisions of law;
- Regularly and suddenly inspect the implementation of labor laws, labor protection, occupational safety, occupational hygiene; Social Insurance Law; Vocational Education Law...
- Investigate and handle labor accidents in Son La province;
- Implement the regime of regular reporting, emergency reporting to the Director of the Department, the Provincial Inspectorate, the Inspectorate of the Ministry of Labor - Invalids and Social Affairs on the results of inspection, settlement of complaints and denunciations within the scope of settlement of the Director of the Department. Notify the conclusion of the Inspection Team, the conclusion of the Director of the Department on the inspected case to the relevant units in accordance with the provisions of law;
- Resolve complaints and denunciations; fight against corruption; practice thrift, combat waste within the scope of management of the Department according to the provisions of law and according to the decentralization of the People's Committee of Son La province.
2.2 Legal work:
- Advise the Director of the Department in proposing and recommending to the People's Committee of the province to issue legal normative documents to manage specialized fields in the locality; Provide legal opinions on draft legal normative documents prepared by specialized departments and units before submission for signature and issuance;
- Assist the Director of the Department in preparing comments on draft legal normative documents sent by other agencies for comments; prepare recommendations to competent state agencies on the issuance, amendment and supplementation of legal normative documents related to the management of specialized fields in the locality;
- Organize or coordinate with the Department of Justice to review and systematize legal normative documents related to the specialized management field of the Department and propose a plan to handle the results of the review of legal normative documents; Advise on the preparation of a report on the results of legal document inspection to report to the Chairman of the Provincial People's Committee and the Department of Justice according to regulations;
- Preside over or coordinate with relevant units to organize the dissemination and education of law within the scope of the industry;
- Implement administrative reform work and apply the quality management system according to ISO 9001:2008 standards;

III. PLANNING AND FINANCE DEPARTMENT
1. Function
Advise the Director of the Department in performing the state management function of Planning and Finance of the industry: Specify the fields of planning, planning, and industry development strategies; synthesize the implementation status of the industry's development plan; Organize the implementation of the mechanism and policies on financial management in the industry according to the decentralization.
2. Tasks
2.1. Advise the Director of the Department on synthesizing and building annual, 5-year and phased plans of the industry. Organize the implementation of the financial and material planning targets of the industry, including domestic and international programs and projects (if any). Uniformly manage the sources of funding, equipment, and materials that are granted to ensure that they are used for the right purpose according to the approved plan;
- Carry out planning work: build annual and phased work plans, statistics on periodic and extraordinary targets and plans of the industry to report to superiors according to regulations.
- Advise the Department's leadership on building plans and allocating funding sources for the fields of Labor, Invalids and Social Affairs; guide, direct, and inspect the payment and settlement work of the Labor - Invalids and Social Affairs Departments of districts and cities, the funding sources of directly issued subordinate units, and synthesize settlement reports according to the regulations of the Budget Law with all levels;
- Guide the collection, disbursement, and settlement of all types of funds under the management of the Department, approve quarterly and annual settlements of the Labor - Invalids and Social Affairs Departments of districts and cities, subordinate units, and funding sources assigned to the Department's management authority.
- Manage the use of the Department's regular operating expenses and the management of working equipment, assets, materials, and technical means, ensuring the implementation of the correct regime and policies for cadres, civil servants, and officials in the agency;
- Guide and inspect the implementation of the self-governance and self-responsibility mechanism of the Department's public service units according to the provisions of law.
2.2. Build regular and extraordinary reports on the implementation status of the Department's assigned tasks according to the regulations of the Provincial People's Committee and the Ministry of Labor - Invalids and Social Affairs. Strictly implement the reporting regime, build a monthly, quarterly, and annual work program of the Department for approval by the Department's leadership. Follow up and urge specialized departments and units under the Department to implement the work program.
Carry out administrative reform work and apply the quality management system according to ISO standards.
2.3. Perform some other tasks assigned by the leadership of the Department.
IV. DEPARTMENT OF LABOR - EMPLOYMENT AND VOCATIONAL EDUCATION
1. Function
Advise the Department's leadership on state management of labor, employment, labor export, unemployment insurance; salary, social insurance work, decentralization and guidance on the implementation of labor laws, building harmonious, stable and progressive labor relations in enterprises. Advise the Department's leadership in the state management of vocational education in the province.
2. Tasks
2.1. Employment field:
- Organize the implementation of programs, solutions on employment, labor market development policies of the province on the basis of the National Target Program on Employment;
- Coordinate with relevant agencies to organize labor supply and demand surveys, statistics on annual labor and employment data according to the instructions of the Ministry of Labor - Invalids and Social Affairs;
- Build a capital allocation plan, inspect and supervise the implementation of lending of the National Employment Fund according to regulations;
- Guide and implement the provisions of the law on Unemployment Insurance, employment policies, labor management, labor market information, labor export, monitor foreign laborers working in Son La province, Vietnamese laborers working for foreign organizations;
- Assist the Department's leadership in managing the provincial Employment Service Center according to regulations.
2.2. Occupational safety and health work:
- Implement national programs on occupational safety and health;
- Propaganda, train in occupational safety, hygiene and labor protection techniques. Strictly manage all kinds of machinery, equipment, materials, and substances with strict occupational safety requirements, register the use of equipment according to regulations;
2.3. Field of wages, social insurance, labor relations:
Perform the state management function of the labor-wage management mechanism, social insurance for the business sector;
Guide, monitor, inspect and supervise the implementation of the minimum regional wage for enterprises; strengthen the guiding role of the State to support employees and employers to negotiate and agree on wages;
Build harmonious and stable labor relations; carry out the work of guiding, inspecting and supervising enterprises in the implementation of the regulations on Labor Contracts, Collective Labor Agreements, Labor Regulations, activities of Labor Mediators, Labor Arbitration Councils, social insurance, wages...; grasp and timely resolve labor disputes, in order to minimize strikes, illegal strikes of employees in enterprises;
Coordinate with social insurance agencies at all levels in the implementation of social insurance and unemployment insurance regimes and policies; manage well the subjects of social insurance and unemployment insurance contributions and participation;
Synthesize and report on the assessment of the implementation of the provisions of the law on labor, social insurance, unemployment insurance;
Advise the Provincial People's Committee to propose and recommend to relevant ministries and branches to resolve social insurance issues within their competence.
2.4. Vocational education field:
Advise the Director of the Department to build and organize the implementation of long-term, 5-year and annual vocational education development planning, programs, projects and projects in the locality after approval;
Advise on the implementation of state management of the activities of Colleges, Vocational Colleges, vocational education institutions in the province according to the regulations of the Ministry of Labor - Invalids and Social Affairs;
Guide and inspect the organization of the implementation of the provisions of the law on vocational education; standards for teachers and vocational education management cadres; admission regulations, examination regulations, testing, graduation recognition and the granting of diplomas and vocational certificates; regime and policies for management cadres, vocational teachers and students according to the provisions of law; manage the assessment and granting of national vocational skills certificates after decentralization; grant and revoke certificates of registration for vocational education activities within competence;
Guide and organize the training, retraining and use of management cadres and vocational teachers; organize provincial-level teaching competitions for lecturers and vocational teachers, self-made vocational equipment competitions, and competitions related to vocational students.
Carry out statistical work, information on vocational education activities and regularly report to the Ministry of Labor - Invalids and Social Affairs and the Provincial People's Committee;
Implement administrative reform work and apply the quality management system according to ISO 9001:2008 standards;

V. DEPARTMENT OF MERITORIOUS PERSONS
1. Function
Advise the Department's leadership in implementing the regime and policies for meritorious persons with the revolution in the province.
2. Tasks
- Build annual, long-term programs and plans on the management and care of meritorious persons with the revolution in Son La province, submit them to the Provincial People's Committee for approval, organize the implementation and guide the inspection of the implementation of approved programs and plans;
- Guide the inspection and assessment of procedures for identifying meritorious persons with the revolution. Organize the implementation and coordinate with relevant competent agencies to implement the policy regime for meritorious persons with the revolution;
- Organize the guidance of compiling dossiers, lists of subjects and archiving dossiers and lists. Synthesize the status of subjects of meritorious persons according to regulations. Implement regular and extraordinary reporting;
- Coordinate with the Planning and Finance Department to plan and allocate funding sources in the field of meritorious persons;
- Coordinate to answer petitions and denunciations of collectives and individuals about the implementation of policies and regimes in the field of meritorious persons within competence;
- Prepare a list of tomb diagrams in martyrs' cemeteries, guide the repair and upgrading of martyrs' graves, martyrs' cemeteries, monuments, and martyrs' nameplates. Implement the reporting of martyrs' tombs, organize the guidance of visiting martyrs' tombs and cemeteries. Coordinate with relevant agencies to conduct surveys and search for and collect the remains of martyrs;
- Guide and inspect the implementation of policies for meritorious persons at local nursing and rehabilitation facilities;
- Plan and organize nursing for meritorious persons, organize visits to martyrs' cemeteries according to the regulations of the Ministry of Labor - Invalids and Social Affairs and the annual approved plan;
- Advise the Director of the Department to coordinate with departments and political-social organizations in propaganda and mobilization work to build movements to care for wounded soldiers, sick soldiers, families of martyrs and meritorious persons with the revolution in the locality. Build communes, wards and towns to do a good job of work for wounded soldiers and martyrs;
- Implement the regime and policies for those who participated in the resistance war and their children who were exposed to toxic chemicals used by the US in the Vietnam War;
- Implement administrative reform work and apply the quality management system according to ISO 9001:2008 standards;
- Perform some other tasks assigned by the leadership of the Department.
VI. DEPARTMENT OF SOCIAL PROTECTION AND CHILD PROTECTION
1. Function
Advise the Department's leadership in implementing state management in the field of social protection, poverty reduction; child protection and care in the province.
2. Tasks
2.1. Social Protection Field:
- Guide and urge the implementation of social protection policies. Coordinate with competent agencies to implement policies and programs to support social protection subjects in the locality;
- Grasp the situation, propose timely support measures, hardship allowances, extraordinary allowances due to natural disasters, floods, and hunger and famine occurring in Son La province;
- Advise the Department's leadership in performing the state management function over social protection centers and social protection activities in the province; Guide and inspect the operation of social protection centers; Review procedures for admitting subjects to social protection centers, psychiatric treatment and rehabilitation centers;
- Advise on the implementation of the state management function of the national target program on poverty reduction. Investigate, review, synthesize poor households, escaped poverty households, new poor households in the province according to the poverty standard prescribed by the Government for each period, and propose poverty reduction solutions. Synthesize the results of implementing projects and policies to support the poor managed by relevant departments and branches;
- Coordinate to guide the implementation of policies for the poor and social protection subjects, support programs for education, health for the poor, vulnerable groups and near-poor households;
- Guide the implementation of the program to support poor people to improve their housing, participate in the organization to help the Movement Committee mobilize the fund "Day for the Poor";
- Guide and inspect the activities of projects funded by international organizations to implement poverty reduction programs in the province;
- Guide the implementation of a number of projects under the National Poverty Reduction Program; Model poverty reduction replication project; Project monitoring, evaluation and capacity building for poverty reduction and communication activities on annual household poverty review;
2.2. Child Protection and Care Field:
- Advise on building monthly, quarterly, annual plans, long-term plans, projects, programs... on child protection and care;
- Guide and organize the implementation of programs and action plans for child protection and care in the province;
- Guide and inspect the implementation of legal regulations on child protection and care within the scope of management of the Department, build communes and wards suitable for children;
- Organize the implementation of the national action plan for children; national programs, projects, plans on child protection and care and children in special circumstances;
- Organize the monitoring and evaluation of the implementation of children's rights according to the provisions of law, regimes and policies on child protection and care;
- Guide and mobilize contributions to build the Child Protection Fund at all levels: provincial, district, commune; manage and use the provincial Child Protection Fund according to the provisions of law;
- Advise the Department's leadership to perform other state management functions for child protection and care in the province;
- Implement administrative reform work and apply the quality management system according to ISO 9001:2008 standards;

VII. DEPARTMENT OF PREVENTION AND COMBATING SOCIAL EVILS
1. Function
Advise the Department's leadership in implementing state management in the field of prevention and combating social evils; Field of Gender Equality, For the Advancement of Women in the province.
2. Tasks
2.1. Field of Prevention and Combating Social Evils:
- Assist the Director of the Department in implementing state management of the work of preventing and combating social evils within the scope of the assigned functions and tasks of the industry in such fields as: Drug rehabilitation work, post-rehabilitation management; Building a clean and healthy commune and township without social evils in Son La province. Regularly prevent and combat prostitution; Prevention of child sexual abuse; Prevention and control of human trafficking;
- Advise the Director of the Department of Labor - Invalids and Social Affairs to draft Decisions, Directives, long-term, 5-year and annual plans, programs, projects and projects on the prevention and control of social evils, submitted to the Provincial People's Committee for approval; Guide the integration of policies to support post-rehabilitation addicts, rehabilitated prostitutes and support victims of human trafficking into the building and implementation of local socio-economic development programs and policies.
- Perform the state management function and specialized direction for Drug Treatment Centers in the province;
- Guide the inspection, evaluation and summarization of the implementation of regulations on the regime and policies on prevention and control of social evils according to the provisions of law;
- International cooperation in prevention and control of social evils;
- Organize the application of scientific and technological advances, build an information system, store and provide data to serve the management, professional work on prevention and control of social evils;
- Organize the dissemination of legal education and propaganda activities to prevent and control social evils in the province;
- Coordinate with relevant agencies to organize investigations and statistics of business establishments that are easily exploited for social evils; drug addicts, prostitutes in the locality; forecast the situation to have effective prevention and control plans;
- Organize the inspection and supervision of business establishments that are easily exploited for prostitution activities, rectify activities contrary to legal regulations, promptly detect and handle violations.
- Advise, direct and guide the reception, verification and support of victims of human trafficking.
- Synthesize, statistics, report regularly and suddenly on the assigned tasks according to the provisions of law.
2.2. Field of Gender Equality and For the Advancement of Women:
- Advise on the building, guiding and organizing the implementation of policies, programs, projects and plans on gender equality after approval;
- Guide the integration of gender equality issues into the building and implementation of local socio-economic development strategies, plans and plans; advise on the organization of measures to promote gender equality in accordance with the socio-economic conditions of the locality;
- The permanent agency of the Provincial Committee for the Advancement of Women, advise on the organization of the Committee's activities and use the department's apparatus to organize the implementation of the tasks of the Provincial Committee for the Advancement of Women.
