INTRODUCTION TO AFFILIATED UNITS OF THE DEPARTMENT

I. PROVINCIAL DRUG TREATMENT CENTER

1. Location and Function

- The Son La Provincial Drug Treatment Center is a public sector unit under the Department of Labor - Invalids and Social Affairs with the function of receiving, managing, providing psychological counseling to determine addiction status, supporting detoxification and withdrawal treatment for drug addicts; organize medical examination and treatment for disease treatment, drug rehabilitation; personality rehabilitation education; vocational training, labor production; community reintegration for drug addicts.

- The Provincial Drug Treatment Center has legal status, its own seal and account, and its own headquarters; operates under the mechanism of autonomy, self-responsibility; under the direct and comprehensive management of the Department of Labor - Invalids and Social Affairs.

2. Tasks and Powers

- Receive, classify, screen, determine addiction status, support detoxification and withdrawal treatment, organize treatment and health recovery for drug addicts.

- Organize the management, care and treatment of people living with HIV/AIDS; Disseminate, educate and propagate laws on prevention and control of drugs, prevention and control of HIV/AIDS and implement measures to prevent the spread of infectious diseases and prevent HIV/AIDS at the Center.

- Organize counseling, care, support for drug addiction treatment; propaganda, mobilize drug addicts to participate in the program of methadone-based opioid substitution therapy.

- Organize cultural education, literacy eradication; personality rehabilitation education, improve knowledge, education level; organize cultural, artistic and sports activities to change perceptions, behaviors to ensure conditions for community reintegration.

- Organize labor therapy, vocational training, ensure occupational safety and hygiene according to legal regulations; career guidance, support on capital, job creation, participation in social activities in the community;

- Organize counseling and guidance for families of drug addicts on treatment, drug rehabilitation, management and education at home and in the community.

- Organize the management and protection of the environment at the Center and the locality where the unit is located; integrate the implementation of environmental protection tasks with the programs, plans and activities of the Center.

- Organize the management, protection and security of the Center.

- Experiment with drug rehabilitation, detoxification and recovery models; methods of addiction treatment procedures, education, vocational training and labor therapy.

- Define the functions, tasks, powers and working relationships of mass organizations, specialized departments of the Center; manage the establishment of positions, implement the salary regime and policies, policies, training, retraining, rewards and disciplines for officials and civil servants under the management authority of the Center according to legal regulations and decentralization of the Provincial People's Committee.

- Manage the finances and assets of the Drug Rehabilitation Center according to legal regulations and decentralization of the Provincial People's Committee.

- Make periodic or extraordinary reports on the implementation of assigned tasks according to legal regulations.

- Perform other tasks assigned by the Director of the Department of Labor - Invalids and Social Affairs according to legal regulations.

II. PROVINCIAL EMPLOYMENT SERVICE CENTER

1. Location and Function

The Employment Service Center is a public sector unit with self-financing to ensure a part of the regular operating costs according to current regulations, organizing the implementation of tasks on the field of employment services in the province; unemployment insurance policy; connecting, regulating the labor market information system and labor market forecasting in the regional scope and tasks specified in Article 5 of Decree No. 196/2013/NĐ-CP dated November 21, 2013 of the Government. The Employment Service Center is under the direct and comprehensive management of the Department of Labor - Invalids and Social Affairs.

2. Tasks

2.1. Counseling activities, including:

- Vocational counseling for workers on choosing a career, training level, and a place to study suitable for their ability and aspirations

- Job counseling for workers on choosing a job suitable for their ability and aspirations; about recruitment skills; about self-employment, job search in the country and abroad;

- Counseling employers on recruiting labor; on human resource management and development; on labor use and employment development;

- Counseling on labor laws and policies for workers and employers.

2.2. Introduce jobs to workers, supply and recruit labor according to the requirements of employers, including:

- Introducing job seekers to employers who need to recruit labor;

- Supplying labor according to the requirements of employers;

- Recruiting labor through examinations to select those who are qualified and meet the requirements of employers;

- Introduce, supply labor to units and enterprises licensed to send Vietnamese workers to work abroad under contracts.

2.3. Collect, analyze, forecast and provide labor market information.

2.4. Organize training and training to improve job search skills and other vocational training and skills training according to legal regulations.

2.5. Assisting workers who switch from one occupation to another. Facilitating relocation from one locality to another. Providing support for workers moving abroad for employment, as well as other forms of assistance as stipulated by law.

2.6. Dissemination of labor and employment policies and laws.

3. Powers

- Enter into contracts to perform tasks in accordance with the provisions of Article 5 of this Decree.

- Collect and utilize information related to labor, employment, and vocational training.

- Publish publications and disseminate bulletins containing labor market information in accordance with legal regulations.

- Request employers to provide information regarding the employment status of individuals introduced or supplied by the Center.

- Collect fees in accordance with the applicable fee regulations.

- Exercise financial autonomy in accordance with legal regulations.

- Recruit, employ, and manage civil servants, officials, and laborers in accordance with legal regulations.

III. CENTER FOR TREATMENT AND REHABILITATION OF MENTAL PATIENTS

1. Location and Function

- The Center for Treatment and Rehabilitation of Mental Patients is a self-supporting public sector unit according to Decree No. 141/2016/NĐ-CP dated October 10, 2016 of the Government; under the Department of Labor - Invalids and Social Affairs of Son La province; under the Department of Labor - Invalids and Social Affairs of Son La province, it performs the function of managing, treating and rehabilitating acute and chronic mental patients in the province.

- The Mental Patient PHCN Treatment and Rehabilitation Center has legal status, its own seal and account to operate in accordance with the law; under the leadership, direction and management of the Department of Labor - Invalids and Social Affairs in terms of organization, staffing, finance and professional activities, and under the direction and guidance of the Department of Social Assistance, Ministry of Labor - Invalids and Social Affairs and the Ministry of Health.

2. Tasks and Powers

- Develop long-term and annual project plans, programs, work plans, ... of the Center for submission to the Director of the Department of Labor - Invalids and Social Affairs and competent authorities for approval and organization of implementation of projects; approved programs, plans, ...

- Admit acute and chronic mental patients in Son La province for management, care, treatment and rehabilitation at the Center in 2 forms: Subjects covered by policy receiving 100% state funding; Self-care subjects with the guardian contributing 100% of the cost.

- Organize the care of mental patients in accordance with the state regime and standards and the bed quota assigned by the Provincial People's Committee. Organize to ensure food safety and hygiene work.  - Perform the work of treating and caring for health for the subjects in accordance with the regulations of the medical industry on the regime of on-call duty, handover, medical record preparation, treatment regimen, consultation, death review, medical record summary, ... Comprehensive care for cases of severe progression, decline, old age, and poor health who are unable to care for themselves. Organize to take the subjects for examination and referral on for cases beyond the professional competence and medical equipment and facilities, organize to care for patients during days of treatment at the higher level.

- Perform drug management in accordance with the regulations issued by the Ministry of Health.

- Organize strict 24/24 management of subjects, guide subjects in self-management, cultural, sports and other activities; Organize rehabilitation for subjects through therapies: psychotherapy, physical therapy and occupational therapy, ... to improve health and restore memory for subjects to reintegrate into the community and society.

- Organize the work of hygiene and disease prevention, treat domestic wastewater and medical waste according to regulations. Use disinfectants and insecticides to prevent and control diseases by season.

- Manage and use state budget sources; revenue from self-care subjects; sources of support and sponsorship from organizations and individuals; effectively manage the unit's assets, in accordance with the law.

- Implement the information regime, regular and extraordinary reports on the implementation of the Center's tasks to the Department of Labor - Invalids and Social Affairs and relevant agencies and branches according to regulations; Archive the Center's records and documents according to the law.

- Implement the work of organizing cadres: Management, use of civil servants and laborers; Planning, training, retraining, appointment, rotation, dismissal, reward, discipline, ... and resolve the policies and regimes for civil servants and laborers under the management of the Center in accordance with the law and decentralization of the Provincial People's Committee.

- Organize the application of management models suitable for the functions and tasks to improve the efficiency of the Center's operation; Build a healthy cultural environment, organize the protection, maintenance of security, order and social safety at the Center and the locality where the unit is located.

- Perform other tasks assigned by the Provincial People's Committee and the Director of the Department of Labor - Invalids and Social Affairs according to the law.

IV. SOCIAL PROTECTION CENTER

1. Location and Function

The Provincial Center for Social Assistance is a state-owned unit that partially self-funds its regular operations according to Government Decree No. 43/2006/ND-CP dated April 25, 2006. It operates under the Department of Labor, Invalids, and Social Affairs and is responsible for receiving, managing, caring for, nurturing vocational skills, and restoring functional capacity for social assistance recipients and other designated individuals as decided by the Chairman of the provincial People’s Committee.

The center has a legalhas legal personality, its own seal, and separate accounts for operation as per legal regulations.

2. Tasks and Powers

The Director of the Son La Department of Labor - Invalids and Social Affairs is responsible for defining the specific tasks and powers of the Son La Provincial Social Protection Center, ensuring that they align with relevant legal regulations and effectively fulfill the Center's mandate.
